WEBSurface Pro 4 pen works except for one area of the screen. I can type in that area, hover a mouse over click with mouse but on any drawing program or when writing with pen it now misses one long strip of screen. I have updated drivers, restarted, installed all updates but nothing seems to help it.

The Surface Pro 4 Pens were designed specifically for Surface which has a customized N-trig digitizer and while the Surface Pen MAY work on other devices with N-trig digitizers, your HP is not N-trig based. You probably can use any capacitive pen for your HP but you should use a pen recommended BY HP.
